Yuck... CA smog laws
I wouldn't put heads and cam on a stock bottom end that's got 100k miles on it. Just do a healthy 100 shot, your motor will last longer and you'll save a few thousand beans. JMO.

There are many ways to "get around" the smog ***** in california. It will cost you an extra $200 every two years, but its worth it. Crooked smog shops are not hard to spot. If the shop owner or shop manager greats you with "Aye Bro", "My Friend" or speaks very little english, you're on the right track. Bring your DMV renewal paper work, and your friends 98-02 stock f-body. For a price the smog man will scan the dmv's paper work, but forget to look at the license plate of the car being tested.

You also have to keep in mind that even with a little 224 cam you're going to want to rev to at least ~6500, which I would be a little wary of doing on a 100k stock bottom end.
It's been my experience that doing a heads and cam reduces drivability (anywhere from a little to a lot) and significantly reduces reliability. Just something to keep in mind if it's your daily driver.
