Default stuck lifter?

hey guys i’m currently trying to verify pushrod length after installing the tsp ls3/lsa stage 2 cam and a set of milled .010 ls3 heads. so i’ve got the checker tool and basically i’m supposed to find the base circle of the cam turn out the checker 10 turns drop it in and tighten down the rock check for slop and adjust as needed. problem i’m running into is when i proceed to turn the motor over to find base circle the pushrod on the intake side isn’t going up or down so that i can tell where base circle is at. i’ve tried pushing the lifter down in case it’s stuck in the tray and not on the lobe of the cam and also tried installing the rockers and turning over the motor a few times to. the weird part is that with the rockers install the pushrod acts properly and moves up and down but when i remove the rocker it goes back to not moving but the exhaust side works fine and was able to verify length. i guess i can try on another cylinder to see if it works or just measure the intake when the exhaust is at its highest point but i just don’t know if i should be concerned with that one intake side on cyclinder 1 not acting properly

Roll the engine over until the exhaust rocker for that cylinder just starts to rise. Hold pressure on the rocker/pushrod to make sure the lifter is in contact with the camshaft. You will then be on the base circle of the intake lobe for that cylinder.
push down on the intake rocker or pushrod until the lifter wheel meets the camshaft lobe as the lifter can get hung in the tray/guide.

i’m familiar with the process that’s not what i was asking i’m just nervous some of the pushrods aren’t moving and don’t know if this normal when hand cranking and if it’s a stick lifter in the tray being under load car running going to knock it free and work properly
