1999 Z28 Heads/Cam installation cost

What's a fair price for labor and a tune here? I was quoted $2500 for it which seems fair. Car is a auto with 3200 stall, Lq4 with Ls6 intake and long tubes.

The shop manual calls for 15.4 hours to do a cam install on one of these cars, heads come off during the procedure. $2500 seems reasonable by the time you factor in shop supplies, misc. parts and the tune.
