New lifter issue

New lifter issue Measuring pushrod length on a new gen 3 build and everything was going good "checked all 16", on the very last one I tightened the rocker down and the rocker tip was 1/4" from the valve stem, pulled the tool back out to verify it didn't screw in and also made tripple sure it was in the lifter- same thing! That lifter plunger is down a 1/4" I can push the pushrod down with my thumb and feel the spring travel freely, none of the others do that. For ***** and grins I put a stock pushrod in that hole and shot comprssed air into the lifter and it pops up. Then falls back down. The lifters are comp cams evolution link bars. I've never ran into this before anyone have any idea what's going on in there? I'm thinking about using pressurized oil and doing the same thing to see what happens.
