I waterlogged my engine not too long ago I tore it down redid the heads cleaned the intake and got all new essentials and when I started it it made some noises. I’m not sure if the rods bent when water got in (no chocolate milk when oil was drained), if my rockers are too tight because my torque wrench only goes down to 25 ft lb or if I’m misfiring from a unrelated issue any input will help

Yeah, you probably bent some rods. You should have disassembled the engine before spending any money on it.
