hi guys
fitting ls1 to my cj 7 jeep not sure where this pipe goes is it water or vacuum of the airfilter

It's the throttle body warmer hose/ steam line. It goes to the low pressure side of your radiator in a factory application.

Yes it can. My Nick Williams 102 doesn't even have a port for that.
