Default Problems starting up

I've started to notice that when I start up with very little gas in the tank it takes a few more cranks than usual to get going. Is this normal or do I have a problem. Is it possible I need a new fuel pump and/or filter? Another thing is at idle the revs will occasionally drop for a moment then come back up like the engine is taking a breath or something. Neither of these things used to happen. Is it possible these are related?
