Anyone know the diffeence between Federal vs MA/ME/NY/VT Emissions?

Anyone know the diffeence between Federal vs MA/ME/NY/VT Emissions? When purchasing a car or truck, depending on where its from it has Federal Emissions or MA/ME/NY/VT Emissions. Is there a differance? I know its not like Cali but is one more restrictive than the other. It problably wont make a difference but i have the option on picking from multiple different states.
