ramp rate, how to choose?

ramp rate, how to choose? ok so i have read about ramp rates and lift at about .300-.400 is important. is taht related to the ramp rate? how is ramp rate described and what would you want for a street car, wanting more mid range power with a cam in the 230 and .580 range?
