Default Safe RPM limit with new heads/cam/springs

Let my friend take the car for a ride today. He ran the car to the top of first gear till it hit the rev limiter. He claims I should be safe raising the rev limiter. Im prepping for a turbo setup at the moment and just got done installing 6.0L heads, comp 918 springs, and a 221/218 cam. Whats a safe rev limiter position?

Stock bottom end?

I wouldn't rev it much past 6500. There are a few threads about this, you should search for them.
