Default Big cam and heads.....compression question

Two cams: TREX(242/248) and the grand am cup cam(239/251). They are both meant to be shifted above 7000+ rpms.

But what if you mate them to a good set of heads? If you raise the compression, there will be more low-end power, thus better driveability? Also, would it be absolutely necessary to shift at a higher or lower rpm when going further up the rpm band? The grand am cam has an rpm range of 4000-7000, but if coupled with the GMPP LS6 heads(I read that that combo would give around an 11.2:1 comp.), would you still have to shift at around 7500 rpms?
