the longer bolt lets you get more threads started when you are reinstalling the pulley which significant reduces the chance of cross threading or fubaring the crank threads. however the small head of the new bolt will go right through the pulley so you need large washers
basically i use like 2-3 large washers on the longer bolt to get the pulley on about 60-70% of the way, but then take the longer bolt out and use the old stock bolt on and finshed the installation normally
