Generally...... proper preload should be ~1.5-1.75 turns past tight on a rocker. For example, tighten the bolt down on the rocker until you can't wiggle it back and forth. From there, count how many turns it takes for you to reach the proper 22 ft/lb or torque. This is your preload. If it is more than what I said earlier, than that would lead you to believe it is a bent pushrod or a collapsed lifter.
