1. LS6 intake or better (you already have the LS6)
2. Ported Throttle body, that's cheaper than buying a fancy new one. Since you're on a budget I'd stay with your stock LS6 and a proted TB
3. Uprgarde your wires to some 10.4 Taylors and might as well swap plugs, Iridium NGK's would be nice, I run the TR55IX
4. Long Tube headers....on a budget get Pacesetters, they seem popular, some Edelbrock Victor Jr. might do the trick too....make sure you get the coated ones. If you have more money, go Stainless.....your choices would be Kooks, QTP, Stainless Works, or Dynatech. I have the Stainless Works personally, they are the only ones with a 2.5" Y pipe which helped me not lose torque since I didn't do gears yet.
5. Some sort of good catback, lots of choices there, all depends on your budget.
6. Lower control arms and a torque arm should be on the list for suspension mods along with subframe connectors.
7. Pulley....it would be silly to take the stocker off and put it back on, might as well upgrade, you will also need new belts. You'd do this when you're ready for your cam install.
8. Gears, definitely needed with a MS3, 4.10s should do the trick. Of course, your stock 10 bolt will not last too long if you put slicks on that thing and do some hard launches.
9. Oil pump is optional. You have the new and better design, the only improvement possible on that one would be to port it. I don't think you need one though.
That's about all I can think of right now, I am sure the others will chime in with more suggestions.
The TB, wires, plugs, and tb are all optional "might as well do it while you're in there" items that help maximized the gains from the cam. I'd definitely at least do the tb, and plugs and wires that cost that much. It is advisabeable to take the plugs out when you do the headers to have more room and eliminate the risk of knocking them off when you try to wrestle the headers in there.

I realize I am giving up alot of power by not having the Ported TB and ls6 intake, but I got the parts almost all used for good prices so i got them as i could. My car is going in for tuning tomorrow so ill have numbers later but I can tell you my car is fast as hell, you dont need all the bolt ons before you do a cam, but they complement each other really well.
my mods are:
Lid & filter
Catback w/cutout
Jet Hot LTs w/ORY
short throw shifter
4.10s
Futral F14 (232/234 .595/.598 112LSA)
and for a BARE minimum when you do the cam swap you need:
Some dual springs for a cam with that much lift (I run PRC duals they are a great spring for an even better price) and a set of hardened pushrods
