possible 383 I might be looking at a shortblock that the guy claims is a gen 3 383. What are some ways to tell if it's a gen 3 shortblock. LS1 based heads won't fit on anything earlier, will they?

just about everything, lol. the GenIII is a clean slate build, the only thing it carries over is the 4.400 bore spacing. basically if the motor looks like the one in your TA its a genIII.
