Can't resleeve an iron block, but you can bore it out to 4.060" if it's sonically checked and verified for such an overbore. Usually 4.03" is the norm and sometimes a 4.04" can be had without much trouble. Here is a list of possibilities with a couple of overbores and a 4.100" or 4.125" crank.

4.03" x 4.100" = 418cid
4.03" x 4.125" = 421cid
4.04" x 4.100" = 420cid
4.04" x 4.125" = 423cid
4.06" x 4.100" = 424cid
4.06" x 4.125" = 427cid

The iron block, if clearanced properly, can take the 4.125" crank.
