Maybe define for us what "not to pricey" is. That will tailor the responses to something you could use.

high compression forged 383 with some good flowing heads and a large cam will do it

also go with EFI live but make sure you know what your doing because you dont want to be testing your tuning skills on a brand new motor

one thign I'd advise is to have someone do the tunign for you, maybe gettina laptop and having them do it with your software might be a good idea, and have them teach you about the basics that you need to knwo to make adjustments if you change something minor.. but doing it yourself from scratch, is probably not the greatest idea, especially if you spend 10 grand on a buildup.
