Default I think i have a major problem

My 6.0 has started to have blow by really bad and is missing some power. I think the rings are shot! What would you guys recommend for a rebuild? 402? 427? money is a big issued...

408 rotating assy. and a new cam.

You aren't losing anything. You could just benefit more from a little bit larger cam.

if you go with big cubes do a bigger cam. you are not losing anything atm you just are not maximizing what you have or will have if you build the motor.
