Anyone pass emissions without cats???
In all seriousness though..i would find it hard for anyone in ANY state to pass emissions without cats. The reason why Catalytic Converters are there is to help clean up the emissions on your car. Without them your spittin out a lot of crap outa the tailpipes <img src="gr_images/icons/wink.gif" border="0"> which in turn would cause you to fail.

A well tuned 60's muscle car can pass the sniffer test without a cat if it's leaned out at idle.
A perfect tuned LS1, with a stock stat that's warmed up, stock fan settings, clean oil that's been leaned out with a MAFT might stand a fair chance of passing.
Of course technically the car fails if the cats are removed regardless of the sniffer test if they catch that.

I'd bet money on the fact that properly tuned that an LS1 will breeze through a tailpipe test and I plan to prove it after I build my headers and true duals!
