You might be able to pass at higher rpms without cats on a stock motor, but at idle I doubt the exhaust will be clean enough.

Well im in Cali..and if you don't have cats..the smog ***** would basically laugh at you
In all seriousness though..i would find it hard for anyone in ANY state to pass emissions without cats. The reason why Catalytic Converters are there is to help clean up the emissions on your car. Without them your spittin out a lot of crap outa the tailpipes which in turn would cause you to fail.
but i dunno..i could be wrong

I wouldn't say no way.
A well tuned 60's muscle car can pass the sniffer test without a cat if it's leaned out at idle.
A perfect tuned LS1, with a stock stat that's warmed up, stock fan settings, clean oil that's been leaned out with a MAFT might stand a fair chance of passing.
Of course technically the car fails if the cats are removed regardless of the sniffer test if they catch that.

Don't speak too soon! I have a '77 Z28 that has 240K miles on it, never had the valve covers off, headers w/true duals & no CAT and it passes emissions just fine and has for the past decade! Granted the emissions levels are slightly less stringent for 1977, however my '87 K-5 5.7L TBI Blazer is bone stock, 214K miles, no CAT and passes the same tailpipe emissions requirements that an LS1 needs to pass here in WA State, see the results below:
I'd bet money on the fact that properly tuned that an LS1 will breeze through a tailpipe test and I plan to prove it after I build my headers and true duals!

Since when do older cars need to pass emissions?
