Part Function

What is the function of the plastic piece that covers the radiator. I was looking at the free ram air mod and some guys said cut it and some guys said just take it out. Any info will be helpful.

I dunno what that thing was for. I ended up just removing mine...its been off over a year now with no problems in the texas summer heat.
