Did we ever determine whether GM upgraded the rod bolts?

Did we ever determine whether GM upgraded the rod bolts?
I've heard conflicting reports. Some say it was done prior to the 2000 MY and others say it was prior to 2001 MY. Anybody know for sure if/when the LS1 connecting rod bolts were upgraded somewhere along the line?
The reason I ask is that it sounds like the rod bolts are the weak link in the stock bottom end. I'd like to save a few bucks and add Stage II heads, etc., using the stock bottom end. If the stock rod bolts are really a concern, though, wouldn't it be smarter to spend the extra cash and go for an all-bore motor or the like? If for nothing else but to get the more reliable bottom end?
