How do you remove the sleeves from the Valve cover bolts?

How do you remove the sleeves from the Valve cover bolts? The center bolt LS1 covers have a sleeve over the fasteners. I imagine they add some rigidity to the mounting and help with oil seepage? Has anyone found out how to remove them short of a cutoff wheel? Thanks
