Question on barbell seal in rear of engine?

The barbell looking seal behind the rear cover on an ls1, is it supost to be perfectly flush with the block or stick out alittle bit. When i took out my old engine it was sticking out a tiny bit. On my new engine i was able to tap it in with a small hammer to where its flush.

it is supposed to stick out a little bit. The rear cover when installed will push it in to were it needs to be. Gm says to leave it out 0.8-1.4 mm out of the hole. To far in and it restricts the oil more.
