Default Head Intake + Exhaust for given port size - what affect on hp/tq vs rpm band?

Are there any theories or known facts that describe hp and tq vs rpm for a similar port volume? Basically what I am after, how do you get an idea if one head will perform overal better down low, mid, and high rpm range?

These are two examples I'm looking at (below) since they are the creme de la creme of heads, outside TFS. The ETP has higher intake, but lower exhaust, whereas AFS has higher exhaust. Then you have the differences between rpm ranges in these ratio's.

Can you say head #1 with lower intake, but better exhaust will have better torque, or head #2 with higher intake but lower exhaust? Does this work in transverse at high rpm, better/more power w/ high intake, low exhaust at high rpm?

Help me understand better

Anyone? I guess common sense would tell me the best or highest ratio between exhaust and intake, but I would assume the ratio's would work differently for NA, FI, etc...
