Default Engine Torque question

i'll be pull the engine apart soon and need to find out whats up with the torque spec. here is what it says

Crankshaft Bearing Cap Bolts (Inner Bolts-First Pass in Sequence) 15 lb ft
Crankshaft Bearing Cap Bolts (Inner Bolts-Final Pass in Sequence) 80 degrees

question 1] after the 15 lb ft , how do you find the 80* , is there something to use other then a guess lol

question 2] i have a 99 ls1, is that the First Design or do i go by the 2nd design specs

thanks guys
