Quick windage tray question?

Default Quick windage tray question?

I cant remember if the washers go on the studs first then the windage tray then the nuts or if the tray goes on then washers then nuts (this is all after the mains are torqued down).
I am builing a 408 so the rods come down a bit more and it looks like it should have a washer first to clear the rods. They dont contact but they are close. does anyone know?

the washers should go between the tray and the nut. I'm not sure about spacing the tray to clear the stroke.

even with the supplied washers, my rod bolts just barely hit the windage tray while the engine was running. looked like plenty of clearance on the stand. ended up notching the tray to clear where they hit.

23 how much clearence are we talking. Is it normal to have to put reliefs for the added stroke?

not always. i had around 1/32" clearance sitting on the stand. unfortunately, while the motor was spinning 5000 rpms, about four of the rod bolts barely scraped the tray. so, i just cut it open at those four spots. no, i did not take any pics of it.
