In what manner is it stuck? Did it gaul into the block somehow? Is it simply on the base circle of the cam where it is not easy to grab? Is it broken?

Usually, one can rotate the cam until the lifter is on the top of a lobe & then grab it w/ a magnet, your fingers, needle nosed pliers.

Pull cam, extract from the bottom to prevent damage to the lifter bore. Hope you didn't yank on it too hard.

Agree, the cam needs to come out anyway as it is likely also damaged.

I agree the best way is through the bottom; but they make a small slide hammer type tool for lifter removal. As stated though, I'd go through the bottom.
