Default why don't new lifters compress

Like the title says, Why is it that when you purchase new hydraulic lifters, that you can not compress them easily by hand. The internal spring is soft enough to compress by hand. Since they are new and dry, the only thing to resist compression is this spring. I just got some new LS7 lifters and they are all impossible to compress. Do new lifters come pre primed to keep them from compressing? Mine have already been cleaned and soaked in oil. Too late to play with them. However, I just took out my caddy lifters and decided to disassemble one. I could not compress it until I opened it up and drained the oil. Then it could be easily squished with just my fingers. This leads me to believe that maybe thet are prefilled from the factory.
