If the lifter only fell partially, the cam would not go in.

I think you need to look very carfully at the jmX "How-To" for cam replacement.
Are you doing all this work yourself?
Your tracking, as far as whether there all still in there, just spin the cam and watch the pushrods move in relationship to the lobes.
Lube the front seal before you reinstall the pulley, it may tear if you dont, mine did, leaked a lot of oil for a few days then stopped. Later the bottom corners of the timing chain cover started leaking, and i believe they stopped also. Weird....May i suggest you use a liberl amount of Copper RTV on the bottom corners, not so much that it pushes it out into the oil pan, but close...these things leak an enormous amount of oil when not sealed!
