WOT reads 88% throttle?

WOT reads 88% throttle? Can someone explain this in detail? As in why doesn't full throttle read 100%?

the 88 you are rading is what the PCM is reading from the TPS sensor.
because of the angle the motor sits in a GTO that is how much the PCM opens the blade motor
that is 100% open in a GTO
