HELP! multiple issues!

HELP! multiple issues! Hello all, I need help/ advice from anyone please. My cars starter will not spin. It makes a thunk sound, its engaging just not spinning the flywheel. I used a multi-meter and measured 11.4 volts with key off and 10.6 with the key in the on position. Not sure what the volts should be, my guess on this all is securtiy system prevents the starter from engaging, and or the voltage is not enough to spin the flywheel. No with all that being said, this is a build. All the grounds (for the most part that i know of ) have been connected.

My dash lights and odometer are not lighting up, the gas gauge is pinned to full, and the other gauges function properly (to my knowledge). My breaklights do not work but other headlights and signals, running all work, hazards ETC.. I read on some forums that this is a common problem with the dash lighting.. Any help would be great. Thank you.

UPDATE
I took the starter out and ran a wire and attached it to the signal wire on the stater and took the other end up near the battery so i could hot wire the starter. i had a friend touch the wire to the positive (making the signal wire have 12.6 volts like it should) and it just clicked rapidly. Bad starter? Im getting a new one tomorrow any way just incase.
I have read about other cars doing this, the no dash lights and starting issue. Some say that the ignition switch is the case, others say BCM.. It might even be my VATS acting up in some way. Any ideas?

Not a big enogh wire. The starter takes a lot of amps to run. Even a 12 gauge wire isn't enough. Use jumper cables for a bench test.
