This swap probably won't cause any problems at an emissions station, because they will look very similar.
However, in order to get the additional power you're looking for, you'll need to do a few other things.
A small cam (check with many of the suppliers on this forum)
Headers, however, "technically, not smog legal because the cats are not in the factory location. This is generally "overlooked" by inspectors (except in CA) who are just looking for the converters.
The tune will be important. No CEL's, all readiness checks OK, no stored codes.
A Magnuson TVS1900 supercharger will just about put you where you need to be. It's smog legal also.
However, the transmission is a weak link when modding this truck. You'll need to plan for a Level V transmission, (another $2,500 or so )

I would acheive full bolt ons/tune for now. It will make the truck much more fun to drive.
Once you can spring for a built tranny/converter than attack heads/cam. The power you get from heads/cam will NOT get along too great with the tranny.
