LS3 doesn´t start ?

LS3 doesn´t start ? Hi !
I´m new here in this forum. I have -64 Corvette Coupe and i´m just putting GMPP LS3 in it.I allso have GMPP LS series engine control kit. I did everything as they say in that instruction. Gasoline is ok and the engine is starting when i turn the key. But it would`t fire up...
Should that fuse/relay center to be grounded ?
When I but power on , that MIL indicator light in fusebox is flashing ?
I don´t have alternator yet installed , does that matter ?
