someone tell me what the problem is with this block

main caps It looks like the caps are sprung. They should index in the block on the sides of the caps at the parting line. Generally a sign of detonation.
Oft times the block area where the caps index can be peened to tighten up the caps prior to align honing. Otherwise you will need another set of caps and align bore work to get this fixed.
The only blocks that don't index on the sides on are the ones that come with dowels from GM - LS7 and LSX for instance.

What happens when you pull the cap completely off? Is there any burned oil cooked to the cap or is it clean like the others? They'll shrink if they get hot or spin a bearing, or as said above, if they run in detonation. If it hasn't been overly hot, I'd peen it to fit, align hone it and run with it.

the motor was just gone through new rings and bearings. a guy on this board sold me this motor and told me it was ready to install i tried to turn crank and wouldnt turn so i started pulling apart and found this. needless to say he claims he will fix the problem but i am sceptical about sending it back i have to pay for shipping and i am sure it will not be done correctly as it wasnt in the first place
