Nowadays, The average cost is about $200. Only about 20% of the time will weight need to be added. Depending on what your parts used and goals are will decide if you need balancing or not. If you're planning on spinning up around 6500+ rpm and have all new components, then it's highly recommended.
If you want it to live a while, then Yes, balance. Is a few hundred dollars worth the peace of mind??? Up to you. It's your $.
I am able to balance my own stuff at the shop I worked for and able to do it myself. I balance all my builds to less than a gram,
Most are +/- 2g.
