Default Repaired lsx block purchase advise

I have a local friend that has a 1st gen lsx block that is a 427 and had a monster turbo (no specifics here and no names).. He boosted the engine up to 28psi and blew the upper cylinder out. (the upper cylinders were not pinned). Now here are my questions. The cylinder is being re-sleeved by a local engine builder that is known to be one of the best in the business, the engine will come home as a 4.135 bore lsx with a sleeve in the number 1 cylinder. I can pick the block up for 750.00 bucks repaired!! My goals for the engine will be a 454 on a 300 shot or either a shorter stroke engine with a 80ish mm turbo, goal being 1000rwhp either way. Is this worth the money and worth the gamble?

Is this block currently being repaired at Fulton? If so, I would stay away just because the guy that owns it has been a consistent toolbag for years. If not, carry on with the purchase if you believe it to be a good deal.
