Default Gen IV rod bolts

Are the Gen IV rod bolts reusable or should they be replaced once they are taken out (ala the torque to yield headbolts)?

Or is there a measurement they should be that I can verify whether or not they are within spec?

They're reusable. You could probably check to see if they're still ok by measuring the free length before and after torquing them. If the bolt gets longer after torquing them, then they've probably yielded.

All fasteners stretch a little when they're tightened. That is the mechanism by which they perform their job. Stretching past their yield point results in permanent deformation (elongation) and they will no longer provide proper clamping load when tightened. They'll only further deform (stretch). In order to determine if they've yielded you would have to know their length before being installed, and the maximum untorqued length change suggested by the manufacturer.

Is it just the LS7 bolts that are only good for 3 cycles, all of which are used by the time the engine is completed? Katech mentioned that when I bought their bolts.
