ls3 19.5 in of vacuum?

ls3 19.5 in of vacuum? I have a stock 2013 ls3 except for the intake tube and removal of emissions components. Im pulling 19.5 inches of vacuum at idle (700rpm). I was reading an ls3 should have 21 or so. The motor has under 20k miles. Any suggestions or ideas why its lower. thanks
