What is that plumbed under the Valve Cover? PCV? Some Kind of Oiling System?

Looks like it might be oil spray bars for the valve springs. Hard to say for sure.

You might be right; those look like high pressure lines, and both are joined together across the front. Looks like oil is fed to the LHS valve cover then RHS with a tee, from below (block oil gallery?)

One of them is the coolant crossover.
Looks like some additional oil lines also.
