I found out where all the exhaust leaks are, but unfortunately im going to have to pull the heads and find out why the lifters are bleeding off. They pump up when I start the car, but bleed off before I even get to the road.

Heard several people complain about lifters pumping down when they had a torn/bad o ring on the oil pump.

the oil pump is brand new. But I’ll check that out as well just in case something happened. It’s weird that most of the 16 lifters are not staying pumped up.

It's while installing the brand new oil pump that the O-ring gets torn/squashed. And the lifters not staying pumped up is one symptom of that

That would show an oiling issue on a mechanical gauge no? Like a drop in oil pressure?

Most people say their oil pressure appears to be fine with that o ring torn but they have lifters that wont stay pumped up as one of the most common issues. Some say they see bubbles in the oil when they pull the dipstick.

Did you install the oil pump with the pan still on? If so there's a real good chance you tore the o ring. Pan needs to come off and the pickup tube needs to be completely unbolted for the best case of not tearing it. It can be done with the pan on but you have to be extremely careful.

Also, there are two different o rings, and some people accidentally put the wrong one on and have the same symptoms as a torn o ring.

I have not dropped the pan to confirm but I will say I started the car, checked the oil, sure enough there was small bubbles on the dipstick. I checked it 6 times altogether to be sure. 2 of those times there was good size bubbles. All the other times were just small ones.
I installed the oil pump before the pan was put on.

Hopefully your on the right track, but it would be the first torn o-ring I’ve ever seen that made 60/50 lbs of oil pressure.
hoping I’m wrong!

Well I put it back on the mechanical gauge, and it was running 50 when started and 42 when warmed up. Which is still good, and I was confused about that. Which is why I didnt even bother checking anything that had to do with oil because oil is getting up to the valve train.

A torn o-ring will allow air into the oil, and the air will actually help show a false (high) pressure reading, because the air in the oil doesn’t compress. But usually the torn o-ring will not allow the reading to get anywhere near what yours is. Again, I hope I’m wrong.

Wanted to give an update on this..
My friend and I pulled the oil pan and here is what we found out: the o ring was fine, but there was fibers from like a shop rag in the screen on the tube. Checked over some other things and noticed that once the engine is warmed up around 42.. the noise gets louder. Upon start up its quite. He told me that we are experiencing a pressure leak internally in the engine. So while there is enough oil pressure, there isn't enough pressure for the lifters causing them to bleed off. We are going to pull the timing cover tomorrow and see about a ring on the camshaft plate as well. He thinks that is what is worn and not sealing correctly. Nothing is hurt from what we can see. Just trying to fix it now.

Another update:
Replaced the camshaft retainer plate. Man that old one was so flat. Found oil leaking down the block. So it definitely was leaking. Crossing my fingers this fixed the situation. Starting her back up tomorrow!
