I think 4.0 inc stroke is a reasonable limit for an LS engine. You can go 4.125 and maybe even 4.185 for more, but the storke/rod ratio is already marginal at 4".

I have both an FE 408 (in a 98 Camaro) and C5R 427 (02 ZO6). I bought the 408 short block (from Horsepower Engineering, about $4K and had the C5R custom built by a pro shop so I can't compare prices fairly, but I figure those 19 cubic inchs cost about 300 dollars a piece which is mighty costly for what you get. In my case I had to have 427 cubes in the vette just because I wanted a 427 since 1966, but if HP is all one wants I'd go with the 408. Incidently, after moving the battery to the trunk, you can't tell the difference in weight of handling in the Camaro with 408 (cast iron block is 90 lbs heavier than AA).
