Default 400ci?

I have a 5.3L Chevy truck and wanted to build the motor into 400ci. I read that the block can be bored to use the 5.7 pistons, is that true? What bore and stroke would I need for 400ci and is it possible.

Also, I want to run about 12-15lbs of boost to it so what cr should I go with?

Get a different block. Either the LS2, 6.0l truck block, L-92 block, or a resleeved aluminum block.

So it can't be done with the 5.3 block in the truck? I guess I can stick with a 383.

The 5.3 block is kinda like a bastard... Get an ls1/ls2/lq4 block and be done. I doubt you will get 383 cubes out of that 5.3. Plus you can only bore it so far and you will weaken the cylinder wall linings from doing so..
