Honing Cylinders
I need my cylinders honed to 3.905 to fit my pistons for the 383 i am building. The machine is very far behind and it would be awhile to get it honed and im real anxious. This is probably a dumb question but would it be stupid to hone them myself using the honer in a drill, has anyone ever done this on LSX's, if so let me know???!!!!

I would strongly recommend against using a hand hone. There is simply no way for you to get the cylinders as truly round as you need to assure good ring seal. These blocks are so flimsy that time spent on a good hone for proper size and finish is absolutely worth the effort.

As for the comment about the rust. It is "Flash" rust. Good prevention, which all machine shops do is this.
Take some automatic transmission fluid, pour it on a rag, and wipe all the cylinders down. It will prevent the rust from forming on the cylinder walls.

Is a deck/torque plate needed for honing?
I know it would be better to simulate the head being on to make the cylinders as straight at possible, but if nobody has one locally would it hurt to do it without? I'd only be taking off 0.003"

you might think you will be taking out .003" without the plate, but actually your really only taking about .003" at the bottom and about .002" up top. deck plate is def. recommended on any motor that needs a hone. i spend alot of time honing blocks. deck/torque plate is a must for accuracy.
