As far as the whole myth of why a PD or Sheriff's Dept. has a fwd car or a rwd etc etc....some of the smaller depts. have the leverage to choose what they want and be more picky due to more of a budget, yes....but, the other agencies, or some other agencies purchase what is on the selling block for the lowest bidder at the time....
It isnt uncommon to see a sheriff's dept. here in IN I used to work for before Marion Co. to have several Impalas marked and unmarked (high output v6's) several Crown Vics, a couple of chargers both marked and unmarked (v6 and 8) depending on the last purchase date and the service life of the vehicle as far as how long it is slated to be in service as a police vehicle, they have had dodge darangos for some detectives, and even a ford mustang unmarked for the jail maiden and the sheriff drove a fully equipped slick top Chrysler 300M! and in Marion Co. our Sheriff drives a boosted Mercury Marauder with chrome wheels and pipes as well does his executive staff!! LOL
And IMPD generally has new Crown Vics and old beat up ones as pool cars that are still in service cause they cant seem to get enough vehicles fast enough and put officers out in the heat without AC working the street in a vest etc...and they have some older impalas too...
So, bottom line, it really doesnt matter what officers prefer....its what they are going to get or what is issued...unless it is a small dept or a dept with a good tax base...then they can go get their tahoes and v8 chargers etc etc...

I drive a white slick top Impala (v6) with the metal black wheels LOL...and looks exactly like the video as far as set up...the pig tail antenna and rear deck lights etc...I work in work release monitoring and warrants....
so a little more lower profile...like my example in between street and non street patrol more or less...
and some more info...youll notice some cars without lights on top....well, if you have ever wondered why.....its most likely because they are probably someone with rank or like a supervisor or up in the command structure and dont need all those lights etc cause they are not nearly as much in contact with "street duties" ie running from one end of the county to the other and making a bunch of stops or responding to a bunch of runs...they usually show up after the fact and stand around and call the shots or call them over the radio or through a laptop LOL we call those terminals LMAO this is the inside guys...keep it tight! LOL
