I was unable to find the thread where this huge debate took place and this is the best answer of when to deploy the EOIC torque method for non adjustable rocker arms. Admin feel free to sticky this.
EOIC comes into play when dealing with aluminum heads. If you are not at bottom of the cam lobe than you are torquing against a loaded valve spring and run a risk of pulling a stud thru the head. This is the only reason. Hyd lifters will pick up the slack.
If you have iron heads you can torque the rockers at any lobe position
This is a " BMP" Best Maint Practice.
