ronan, decided to go with a different torque arm because of an issue that MADMAN and I had. There's absolutely nothing wrong with it. It's by far the best torque arm out there and I highly recommend it to anyone. As far as it fitting a 9", I'm unsure of. If it doesn't fit, I'd imagine that with some modding/fabbing skills, you can make it fit.
