Being chromoly you are limited to a fully TIG welded install which is about 2-4 times as time consuming as MIG therefore the higher cost. Hell even if I was going to do it out of my house I would want more than a thousand bucks. I'm sure you will find people that will do it for 100/point but I've seen the result of those installs...
