Do these fit on your car without modifications? Are they true 28"?

100% true 28 by 11.5 by 16" you can see close, but no rubbing

They are spoken for, I am waiting for a reply back from said individual. Been waiting since Friday. Hate to come across rude, but until money is in my hands (bank) they are still for sale. No I won't ship plus sale for 300 to NY .Thats like 250.00 for the sale. I'll sell them for 275, you pay shipping
