There are ways around emissions testing usually.

Yeah, I actually was going to buy that kit. But, I found my kit without cutouts on eBay, brand new in box, for $80 shipped. So, I ended up doing that to save a little money. I figured it'd be loud enough without cutouts anyways. And I was right. lol
