Im assuming i need a fuel pressure gauge?

I used a multimeter to check for spark. 1.53 V from the battery,The wiring to the ICM is little different on the 96-97 models, so the colors don't match up right, but i figured it out. aroud 12V from pink wire (to ignition) on the harness going into the coil, and about 12V from the outer wires (to coil, i think) on the harness going into the ICM. I cranked it and check the other lead, It was jumping alot, but it was from 0 to 1.4, not 1-4 like shbox's website said it should be. And there is definitely a bad ground or short somewhere, the clicking/flickering has gotten worse. I couldn't even turn the key it just kept doing it and eventually it stopped so i could crank it, the seatbelt light a few other lights flash along with the lights as it clicks away. For this reason i think im gonna take it to the dealer, if it were just the opti (i prob need this too), it would def not being doing all that nonsense.

it turns out it was the opti after all, car runs great now. just thought id post this in case anybody runs across the same problem

Good to hear you found the problem. What brand of opti was in the car when it was causing trouble? I noticed you mentioned the previous owner replaced the opti, there are some AC Delco knock offs on Ebay that have been causing a lot of people trouble after a few hundred miles of use. They advertise them as AC Delco and they look like a Delco unit, but are not.

Totally wrong for an f-body.

This is correct:

P1641 Fan Control (FC) relay 1 control circuit
P1642 Fan Control (FC) relay 2 and 3 control circuit
